at least 66 countries in the world have used or are using secret prisons for fighting terrorists, according to a report released Tuesday, the UN independent experts, which will be submitted to the UN Council on Human Rights in March this year.

in 11 states from the list of secret prisons used by the UN before the tragic events of September 11, 2001. The rest of the state are accused of using secret prisons, including in third countries, in the past nine years under the "global war against terrorism."

preparation of that report took more than a year. In the study, the authors have received answers from 44 states and conducted interviews with 30 individuals - family members or lawyers of detainees in secret prisons. Among those interviewed were former inmates of prisons.

The document stresses that the secret detention and maintenance of people in custody "is not acceptable under any circumstances" as "contrary to basic principles of international law." UN experts say that prisoners in secret detention in fact withdrawn within a legal framework and lack the safeguards enshrined in international law. Despite this, the secret detention of people continues to be used in the name of combating terrorism around the world.

In preparing this report participated special rapporteur on torture Manfred Nowak, Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism, Martin Scheinin, the chairman of the Working Group on Enforced Disappearances, Jeremy Sarkin and Vice-Chairman Working Group on Arbitrary Detention Shahin Sardar.

note that last year the U.S. admitted that under President George W. Bush, the CIA established a network of secret prisons abroad. Barack Obama after his inauguration, issued an order to close them.

In August 2009, the American television company ABC reported on the secret prison of U.S. intelligence in the vicinity of Vilnius. Lithuanian Foreign Ministry denied the report. However, it was initiated by a parliamentary investigation.
